《刘华清上将为何两次“走后门”》

刘华清上将被誉为中国的“现代海军之父”和“中国航母之父”，他以将近一个世纪的传奇人生，为党和人民的事业鞠躬尽瘁，呕心沥血，做出了不可磨灭的贡献。然而，他身为高级领导干部，原来和平民百姓一样，居然也曾找人“走后门”。刘华清的级别可不小啊，那么，他究竟找谁“走后门”？

With a legendary life of nearly a century, he devoted himself to the cause of the party and the people, and made an indelible contribution. 一次是找国务院副总理。他的家乡在湖北省大悟县，这次“走后门”就是为家乡说话。国家计划修京珠高速公路时，地方希望高速路过大悟，以带动老区经济发展。刘华清认为这个想法十分合理，也符合国家有关扶助老区发展的政策，于是给时任国务院副总理的邹家华写信反映情况。后来，规划方案中的京珠高速公路贯穿大悟全境。显然，他这次“走后门”如愿以偿，给家乡人民送了一个“大礼包”。

One time he turned to the Vice Premier of the State Council for help. His hometown is Dawu County, Hubei Province. This time, the reason why he “goes through the back door” is to speak for his hometown. As preparations for the state project of building an expressway connecting Beijing and Zhuhai were underway, the government of Dawu county wished Dawu be designed along the path, so that the old area can attain an opportunity to develop once again. Liu Huaqing believed that this idea was very reasonable and was in line with the state’s policy of assisting the development of revolutionary base areas, so he wrote to Zou Jiahua, the Vice Premier of the State Council at that time, to reflect the situation. Later, the Beijing-Zhuhai Expressway in the planning scheme ran through Dawu. Obviously, he got his wish by “pulling the String” and brought “Huge benefits” to the people in his hometown.

还有一次是找中央有关部门。这次“走后门”还是为家乡说话。大悟县磷矿资源丰富。1983年，大悟县向省里和中央建议建磷铵厂，并将这个意图向刘华清汇报。刘华清觉得建议很合理，于是向中央有关部门建议，后来国家计委派人到现场调查研究，批准了这个项目。项目开工时，刘华清还亲自赶到现场，这就是今天著名的磷化工企业黄麦岭的前身。这次“走后门”，他又一举成功，给家乡人民送了一个“聚宝盆”。

Another time, he contacted the relevant central authorities. This time, he still secure advantages through pull or influence for benefitting his hometown. Dawu County is rich in phosphate resources. In 1983, Dawu County proposed to the province and the central government to build an ammonium phosphate plant, and reported this intention to Liu Huaqing. Liu felt it was a very reasonable suggestion, then recommend to the central authorities. The State Planning Commission later sent people to do field investigation and then approved the project. At the start of the project, Liu personally rushed to the scene, which is the predecessor of today’s phosphorus chemical enterprises Huangmailing. This time he succeeded again, sent a “cornucopia” to the people of his hometown.
